Overview
The Transportation Operations Manual will provided a holistic view of the operation and management of the transportation system encompassing a broad range of topics and strategies. The Manual is intended to play a key role within the transportation arena. It will be a key document to the transportation systems management and operations (TSMO) user community. Its establishment is a point of departure for continued development of TSMO concepts and practices. The Manual will be integrated within the overall transportation industry framework of guidance, eventually serving as an authoritative companion to the AASHTO Green Book and other accepted industry guidance.
The Manual was broken in parts that will covered:
- Developing, managing, and maintaining and effective operations program
- Key elements of an operations program, including program planning, the relationship to agency planning, performance management, organization and workforce, and leadership and culture.
- How an operations program relates to an agency’s project development process
- Description of and effective practices in the full range of operations tactics
- Industry and technology trends
